Fred Bell worked as an artist for American comic books in the 1940s and 1950s. He started out working through the Funnies Inc studio. His 1940s credits include Timely features like 'Captain America', 'The Destroyer', 'Jimmy Jupiter', 'The Patriot', 'Snoopy and Dr. Nutzy', 'Star & Tar' and 'Whizzer', as well as 'Al T. Tude' and 'Ole Cap Hawkins' for Novelty Comics. In addition, he worked on crime and western features for Outlaws, Exposed and Gangsters Can't Win, published by D.S. Publishing.

In the 1950s he was present in several Fiction House titles, such as Fight Comics, Ghost Comics, Jumbo Comics, The Monster, Planet Comics, Rangers Comics, War Birds and Wings Comics. He was also doing crime, romance and western art for Charlton Comics. Bell was furthermore present in Climax (Stanmor), Nuts! (Story Comics) and Camera (U.S. Camera).
