Celso Hermínio de Freitas Carneiro was born in Lisbon in 1871. He became one of the Portuguese Republican caricaturists who expressed his comments on the monarchy in his work. Just like his contemporary Leal da Câmara, he was suspended from the magazines where his work was published. Hermínio moved to Brazil. After his return to Portugal in 1900, he replaced Rafael Bordalo Pinheiro as illustrator for Comércio do Porto Ilustrado. Celso Herminio died in Lisbon in 1904, when he was only 33 years old.
