Celmar Poumé was one of the grandmasters of Uruguayan comics. He published his work in many important publications of his country, such as El Bien Público, El Debate, La Tribuna Popular, Cine Radio y Actualidad, but also in other Latin-American countries and Europe. Born in Montevideo, he published his first comic, 'Tom Steele, el Justiciero Texas', at the age of 20 in the Argentine magazine Bicho Feo in 1944. he then spent a long period working as a sports journalist, both for print and radio, until the early 1960s.

He returned to cartooning in the 1960s with new work published throughout South-America and Spain. Among his many creations are 'Peter Colt', 'Cab Kennedy', 'Oceanic Rey del Mar' and 'Les Travesuras del Eduardito'. In 1972 he worked with his son Eduardo on 'Kar-Thoun, el Hombre Universal', an innovative and surreal comic story with didactic elements. His comic 'Pamela y su Parentella' ran in the daily El País in 1977.

Poumé was a generous bohemian, with the desire to promote his country's comic and cartoon art and to gather artists in a union to protect their work. He founded the I.A.V.P. (the Poumé Institute of Visual Arts) in 1971, and organized over 130 expositions of comic artists and cartoonists from Latin-America, including the "Primera Muestra de la Historieta Uruguaya" in 1972. Celmar Poumé passed away in Montevideo on 25 June 1983.
