Coq Scheltens-Jongkind was a Dutch illustrator, fine artist and local politician. She was born in Aalsmeer, and attended the Rec's Tekenschool in Amsterdam. One of her teachers was the Haarlem painter Henry F. Boot. She was affiliated with the Anglo Dutch Group in Amstelveen, that produced animated films, among other things.
Her comics 'Scoutertje' and 'Dikkie' were published in magazines of Scouting Nederland, such as De Verkenner (from 1968) and Stip (from 1973). She also made advertising comics for the Dutch Library Centre and for an insurance firm.
Scheltens-Jongkind was active as a fine artist in Aalsmeer, and involved in many local art and cultural activities. She was one of the founders of Aalsmeerse Belangen, a local political party, in 1981. She was in the city council for a while, and served as alderman of Art and Culture.
