Charles Jean Kemper was a painter and artist, best known for his drawings and sketches from the Rotterdam area. Born in Heemstede, he was a police officer for a while, but eventually chose a career in arts. He made several paintings and drawings from Rotterdam, Overschie and the surrounding areas since the 1940s, varying from harbors and pub interiors, to the upcoming industrialisation and portraits of the city's inhabitants. Especially his drawings for Rotterdamsch Nieuwsblad chronicle the city's reconstruction after the Second World War. He was member of the artist group Argus.
He is generally credited as the author of the comic strip 'De Avonturen van Bob en Bobby', that was published in book format by Scorpio in The Hague in the early 1950s. The story, called 'Bob, Bobby en de Mol-obiel' ran in some local papers like Gazet van Limburg in 1945.
