José Pando was a doctor and pioneering comic artist from Galicia, Spain. He published his work in weekly magazine Café con Gotas (1887), Galicia Humorística (1888) and the weekly Fra Diávolo (1890) and La Velada, just like the work of artists like Apeles Mestres and Ramon Escaler.
