Joe Phillips graduated from Northside School of the Arts in Atlanta, and has been active as a freelance commercial artist since 1983. His art has appeared in comic books since 1987. His first major comic book job was working on the comic book 'Speed Racer' for seven issues. He was a penciller for DC's 'Mister Miracle' (1989-91) and 'Timber Wolf' (1992-93) and drew 'Silver Surfer', 'Incredible Hulk' and 'Captain America' for Marvel. He has also provided pencil art to 'Aliens: Colonial Marines' and created 'The Heretic' for Dark Horse, and to titles by IDW, Image, Wild Storm and Now. He was one of the founding members of the Gai-Jin Studios in Atlanta.

In the late 1990s, the San Diego based artist focused on creating gay comics, illustrations and clothing designs, including soft-erotic books like 'Boys Will Be Boys' and 'Adventures of a Joe Boy!'. He is also the creator of 'The House of Morecock', a gay pornographic adult cartoon created though computer-generated animation and released in 2001. He helped launch Xodus Magazine, a publication for the gay community, and has produced art for clients like ID Lube, Elbow Grease, Inside Pride, Jocko Underwear, Odyssey Magazine, Gloss Magazine, Gay and Lesbian Times San Diego, Freshmen, All Boy, Cyber Socket, and Prism Comics.
