Ivan Maksimovich Semenov was a Soviet artist, best known for his caricatures for the satirical journal Krokodil and his illustrations for propaganda posters. He was born in 1906. Between 1926 and 1928, he studied at the Rostov art. Uch-School. In 1935, he joined Krokodil.

In 1941, he became member of the CPSU. In 1956, he co-founded the children's magazine Veselie Kartinki ("Merry Pictures"). Semenov produced narrative-driven comic series like about traveler 'Petia Ryzhik'. Another character he created was 'Karandash' (pencil). Unlike many of his contemporaries, Semenov did use word balloons and sound effects in his work, devices that were considered American.

Semenov illustrated a 1956 reprint of Jerome K. Jerome's 'Three Men In A Boat'. In 1974, he was named People's Artist of the USSR. He died in 1982.
