'Sammy Small'. 

Dink Shannon was an early American newspaper comic artist, who briefly took over the strip 'Say! Did This Ever Happen To You?' (1905-1906) from creator C. H. Wellington, before handing it to McKee. At the same time, Shannon drew 'Sammy Small' and 'Mister Pest - Book Agent' (1905-1906). He usually signed his strips with a characteristic -S- and a three-leaf clover (which might indicate he was an Irishman). In 1907, Dink Shannon created 'Sallie Snooks, Stenographer', which is said by some sources to be continued by Alfred Earle Hayward in 'Somebody's Stenog' until 1940.
