Born in San Francisco, Noel Van Horn is the son of the Disney artist William Van Horn. He moved with his family to Vancouver in 1980, where he still lives and works. He studied animation at the Emily Carr College of Art and Design.

He joined the Danish Disney publisher Egmont after meeting its editors Bob Foster and Byron Erickson in San Diego in 1992. He mainly does stories with 'Mickey Mouse', that are published in Anders And & Co. magazine, as well as in foreign publications.
